Revision of GB Biocidal Products Regulation Annexes II and III

January 17, 2023

The objective of GB BPR is to ensure a high level of protection for the environment, human health, and animal health.

Insecticides, rodenticides, wood preservatives, ship anti-fouling coatings, disinfectants, and hand sanitizers are examples of biocidal goods, which are items that control hazardous organisms. They are crucial to society because they safeguard infrastructure and the health of people, but if they are utilised improperly, they can endanger the environment.

Seeking feedback on proposed changes to the GB BPR's Annexes II and III, which address the following:

Annex II :  The information that applicants must submit in order for a biocidal active compound to be approved is specified in the Annex.

Annex III :  The information that applicants must provide in order for biocidal products to be approved is outlined in this Annex.

HSE is proposing technical changes to the GB BPR Annexes that will emphasise in vitro research above in vivo research. Additionally, HSE has suggested adding new tests for endocrine disruptors to the mandatory data specifications.

These modifications would allow  fewer experiments on animal  alignment with current recommendations and OECD-validated tests, following new advances and scientific advancement.

Associated with the proposed changes to BPR Annexes II and III, HSE is looking for feedback from interested parties. Before completing the survey, please read the supplemental consultation documents.
