Notice specifying carcinogenic substances that require preservation of work records, etc. for 30 years based on the Ordinance on Industrial Safety and Health.

December 26, 2022

A public notice about substances identified by the Minister of Health, Labor and Welfare as having carcinogenicity based on the terms of  the Industrial Safety and Health Regulations, was released by the Ministry of Health, Labor and Welfare.

The "Ministerial Ordinance for Partial Revision of the Industrial Safety and Health Regulations" released in May of this year introduced new chemical substance management based on the "Industrial Safety and Health Law." Companies are required to keep the work records, etc., of employees who manufacture or handle "carcinogenic substances" as defined by the Minister of Health, Labor and Welfare for a period of 30 years as part of this effort.  The target carcinogenic chemicals are listed in this notification.

Ethanol was excluded from this list as the  epidemiological research literature does not show that it is work-related.
