News: EPA Proposes SNURs for 18 Chemicals Made from Plastic Waste-Based Feedstocks

On June 15, 2023, the United States Environmental Protection Agency (EPA) proposed Significant New Use Rules (SNUR) under the Toxic Substances Control Act (TSCA) for 18 compounds that were subject to premanufacture notices (PMN) and an EPA order. The proposed SNURs are intended to assure the safety of these compounds prior to their usage in transportation fuels. The EPA assessed and certified the plastic-based feedstocks used in 2015 and 2019, identifying that data, which revealed no potentially harmful contaminants. The EPA, on the other hand, now knows less about contaminants in plastic-based feedstocks. The proposed SNUR, if implemented, would essentially prohibit the manufacturing of PMN compounds, possibly variants of pyrolysis oils or goods produced from pyrolysis oils. The deadline for comments is July 20, 2023.
