Lebanon's State-Controlled Tobacco Monopoly: Regulations and Pricing under Decree No. 151/1959

The Lebanese Tobacco and Tobacco Inventory Department, owns a monopoly over tobacco, subject to state control. The Minister of Finance has the right to decide on selling prices for exported tobacco and intermediary royalties. The Lebanese Tobacco Authority, in conformity with Decree No. 151/1959, has produced an updated list of prices for heated tobacco products. This decree established a public monopoly on tobacco for the common benefit, regulating its management and inventory.
