Russia Implements Label Requirement for E-Cigarettes and E-Liquids

Russia has banned the circulation of unlabeled e-cigarettes, e-liquids, and disposable e-cigarettes starting from December 01, 2023. The Russian Center for Advanced Technology Development (ЦPПT) announced this on December 01, 2023 stating that the final phase of implementing labeling in the tobacco market has come into effect. The labeling codes apply to five types of tobacco products: cigarettes, alternative tobacco products, nicotine-containing products, nicotine-containing e-liquid, and electronic nicotine delivery systems (e-cigarettes). Russia has also initiated digital labeling of e-cigarettes and their e-liquids starting on December 15, 2022. Participants in the wholesale and retail trade of e-cigarettes will be required to register within the labeling system by March 1, 2023. The ban on wholesale trade of products without labels came into effect on April 1, 2023.
